Lindsey Rechtin, CPA

President/CEO

Lindsey Rechtin is President/CEO at the Northern Kentucky Water District. She began her career at the District as Finance Manager in 2013, then worked as the VP of Finance and Support Services from 2016 until 2022 where she oversaw the financial and customer support services of the District and its annual budget of more than $60 million dollars. As President/CEO, her responsibilities include overseeing all of the managerial and operational functions of the District, and leading and managing the District in the accomplishment of the goals, objectives and strategic planning established in cooperation with the Board of Commissioners. She has a Bachelor of Business Administration in Accountancy from Eastern Kentucky University and is a Certified Public Accountant (CPA) in the State of Kentucky.

Lindsey is a member of the Kentucky Society of Certified Public Accountants. She is also the Association of Metropolitan Water Agencies representative of the Northern Kentucky Water District.

Stacey Kampsen, CPA

Vice President of
Finance & Support Services

Stacey Kampsen is Vice President of Finance & Support Services at the Northern Kentucky Water District. She has a Bachelor of Science in Accountancy from Northern Kentucky University and is a Certified Public Accountant (CPA) in the State of Kentucky. As Vice President of Finance & Support Services, her responsibilities include financial reporting, administration of grant and loan applications and funding and oversight of the District’s annual budget of more than $60 million dollars. Stacey has experience managing multiple Kentucky Infrastructure Authority loan agreements and reporting. She also has managed grant agreements and reporting for FEMA, Rural Development and KY Office of Homeland Security grants.

Stacey is a member of the American Institute of Certified Public Accountants, and the Kentucky Society of Certified Public Accountants, and has been with the Northern Kentucky Water District since 2017.

Amy Stoffer, P.E.

Vice President of
Engineering, Production
& Water Quality

Amy Stoffer is Vice President of Engineering, Production & Water Quality at the Northern Kentucky Water District. She has a Bachelor of Science Degree in Civil Engineering from the University of Cincinnati and is a Licensed Professional Engineer in the States of Kentucky and Ohio. The group she manages is responsible for engineering services, water treatment, production, and treatment-related facility management.
Amy is a member of the Northern Kentucky Society of Professional Engineers, the American Water Works Association, and the American Society of Civil Engineers. She is serving as the Kentucky Chair of the Water Utility Council of the KY-TN Section of the American Water Works Association and a member of the Capital Project Delivery Committee and Activated Carbon Committee for the American Water Works Association.
Amy has been with the Northern Kentucky Water District since 2001.

Tom Edge, Esq.

General Counsel &
Manager of Legal, Compliance,
and Regulatory Affairs

Tom is the General Counsel and Manager of Legal, Compliance, and Regulatory Affairs at the Northern Kentucky Water District. Tom has Associates Degree in Information Systems Technology from the Community College of the Air Force, a Bachelor’s Degree in Information Technology from American Military University, a Master’s in Business Administration from American Public University and a Juris Doctorate from Northern Kentucky University, Salmon P. Chase College of Law.

As General Counsel, Tom provides legal counsel and guidance to the Board and Management Team of the District on all legal matters relevant to large public institutions including personnel law, real estate, contracts, tax, insurance, public monies and purchasing.

Tom is admitted to practice law in Kentucky, Ohio and Indiana and various federal courts. Tom is a member of the Kentucky Bar Association and Northern Kentucky Bar Association. Tom has been with the Northern Kentucky Water District since January 2021.

Kim Clemons, SHRM-SCP

Director of Human Resources,
Safety, Facilities & Fleet

Kim Clemons is Director of Human Resources, Safety, Facilities & Fleet at the Northern Kentucky Water District. In 2015, she served as the District’s Manager of Human Resources. In 2020, she began serving as Director of Human Resources, Safety, Facilities & Fleet. Her responsibilities include the direct oversight of the human resource function and safety guidelines and standards which supports the overall culture, mission, and values of the District. Additionally, she has direct oversight of preventative and corrective maintenance of the District’s facilities and fleet.

She has a Bachelor of Business Administration from Thomas More College in the State of Kentucky and has been certified as a Senior Certified Professional (SCP) by the Society of Human Resource Management (SHRM) and is certified as a Public Human Resource Administrator by the Kentucky Public Human Resources Association.

Kim is a member of national SHRM, Northern Kentucky SHRM, World at Work, and the Kentucky Public Human Resources Association. She also serves as a Board member of the Northern Kentucky chapter of SHRM.

Chris Bryant

Director of Technology, Innovation,
and Business Intelligence

Chris Bryant is the Director of Technology, Innovation, and Business Intelligence at the Northern Kentucky Water District. He has a Bachelor of Business Administration Degree from Northwood University in the State of Michigan, and a Master of Business Administration Degree from Thomas More University in Kentucky. The group he manages is responsible for Information Technology and Operational Technology at Northern Kentucky Water District.

Chris is a member of Infragard and serves on its Chief Information Security Officer Cross-Sector Council. He is a member of the WaterISAC and serves on its Cybersecurity Panel. Chris is a member of the Cybersecurity & Infrastructure Security Agency (CISA) Industrial Control Systems Joint Working Group, the American Water Works Association, and the Honorable order of Kentucky Colonels. Chris serves on the Northern Kentucky Federal Credit Union’s Board of Directors and has been with the Northern Kentucky Water District since 1999.
