In 2022, the Northern Kentucky Water District (NKWD) sent a survey to all unserved residences in Kenton and Campbell Counties to determine their interest in water service should water main extension funding from federal, state, and/or local sources become available. This survey provided a baseline for future project planning.

Subdistrict HB and Subdistrict O

NKWD was recently awarded federal grant funds through Kentucky and local American Rescue Plan Act (ARPA) funding to extend water main in our service area. Based on the water service interest survey results, household density, and available funding, NKWD was able to initiate two Subdistrict projects- one in Kenton County and one in Campbell County.

A subdistrict includes homes located on streets that are grouped together as one project for the purpose of extending water mains to unserved areas.

Kenton County (Subdistrict O)

Current Project Status: Construction Bid

In August 2023, NKWD selected CT Consultants to design 9 miles of water main extensions on 14 roads in Kenton County.

In December 2024, based on the responses received, household density, and estimated project costs compared to available grant funding, 8 roads were selected to move forward in the design and bid process for the project.

Roads progressing to the next phase of the project include:

  • Alexander Road (Fiskburg Road to St. Marys Road)
  • Elliot Road (KY 17 to Pendleton County Line)
  • Fiskburg Road (Goshorn to Alexander Road)
  • Gene Street (Off Walton Nicholson Road)
  • Highwater Road (River Heights Lane to #1873)
  • Mann Road (Steep Creek to #11290)
  • Scenic Ridge Drive (Off Pelly Road)
  • Steep Creek (Ryland Country Club/KY 177 to #3704 at bridge)

Please note that this is not the final, confirmed list of roads as project costs and approvals still must be obtained. There is currently not enough funding to construct water main extensions on all 8 roads being designed and bid. The number of roads actually constructed will match the available funding. The final list to be constructed will be based on funding, density, and customer interest.

Campbell County (Subdistrict HB)

Current Project Status: Construction of Water Main

In January 2023, NKWD selected Cardinal Engineering to design 7 miles of water main extensions on 9 roads in Campbell County.

In December 2024, the following roads were selected for water main extension. This list was based on funding, density, and customer interest. 

  • Blangey Road (creek crossing to the south end of the street)
  • Enzweiler Road (AA Hwy to the east end of the street)
  • Gunkel Road (Mystic Rose to the end of the street)
  • Oneonta Road (Washington Trace Road to Route 8)
  • Pond Creek Road (#10365 to Visalia Road)
  • Poplar Thicket Road (Licking Pike to #446)
  • Rifle Range Road (bridge to end of road)
  • Upper Lick Branch Road (Grandview to #2421)

Grant funding for this project was provided by the Campbell County Fiscal Court and we want to thank them for their continued support and partnership.

Next Phase: Service Tap Installation

Construction of the water main is set to begin in January 2025 with some roads estimated to be completed and ready for customer connection as early as April 2025. The entire project, with all roads completed, is estimated to be finished by Spring 2026. The company selected to perform the work is Jack Gemmer and Sons.

Additional Steps:

  • Once construction begins on each road, the water main will be installed, disinfected, and pressure tested before individual service taps are made.
    NKWD’s Construction Inspector will contact residents who have paid the tap fee to determine a suitable location for their meter.

    • We recommend waiting to run your service line until the meter pit is installed in case there is an issue with your proposed location.
  • Once construction is complete, we will let you know that we are ready for customer connection.
  • When you are ready to connect, you will need to contact us and our Account Services team will verify that you have completed all necessary paperwork and received approval from the State Plumbing Inspector prior to activating your water service.

Kenton County Water Service:

  • 55,661 active accounts currently connected to public water supply.
  • Approximately 794 miles of water main installed in Kenton County.
    • 99% of residents in Kenton County have access to public water.
  • Approximately 448 households without access to public water.
  • Approximately 57 miles of water main needed for remaining households.
    • Estimated cost of $48 million to construct water main to serve remaining households.
    • Estimated additional cost for design and project administration - $3 million.

Campbell County Water Service:

  • 30,647 active accounts currently connected to public water supply.
  • Approximately 516 miles of water main installed in Campbell County.
    • 96-97% of residents in Campbell County have access to public water.
  • Approximately 961 households without access to public water.
  • Approximately 103 miles of water main needed for remaining households.
    • Estimated cost of $87 million to construct water main to serve remaining households.
    • Estimated additional cost for design and project administration - $6 million.

Subdistrict Customer Costs

  • One-Time Tap Fee - paid by customer to connect to water main.
    • Cost is $1,403.83 (subject to change) for a standard 5/8 inch meter setting.
    • Larger service available at increased tap fee amount.
  • Service Line - Customer installs service line from NKWD’s meter to the building(s) on property.
  • Monthly Subdistrict Surcharge – maximum of $30 surcharge typically for up to 25 years
    • Number of years can be longer for some funding
    • Payable with and in addition to regular water
  • Water Usage – Customer pays current billing rates established by NKWD
    • Average household uses 4,000 gallons a month.
    • Cost using current rates would be $50 per month for 4,000 galloons
      • (Assumes 5/8” meter setting and does not include taxes or monthly surcharge.)
