Interest Survey for Water Service

Dear Resident,

The Northern Kentucky Water District (District) is conducting a survey of residences that do not have a public water main to determine interest in water service as part of the District’s process of prioritizing potential future water main extension projects. The survey responses will be used by the District in cooperation with the Campbell County Fiscal Court to determine which water main extension projects to pursue should funding become available. Your participation is greatly appreciated and is very important for making these decisions that impact the Campbell County community.

Connecting to a public water main provides convenient access to a reliable supply of water. The District uses advanced treatment processes including granular activated carbon and ultraviolet light disinfection to provide its customers with high quality drinking water. Connecting to a public water main requires a resident to install a service line from the District’s water meter located within the road right-of-way to the building receiving service. In addition, setting the water meter and connecting the service line also requires payment of a tap fee. Lastly, in most cases, to offset the cost of the project, the District uses a monthly subdistrict surcharge to help pay for construction of the water main. Additional information regarding water service in Campbell County and subdistricts is enclosed for your reference.

Enclosed please find an interest survey along with a postage paid return envelope. The District requests your input by completing the survey by January 7, 2022. The options for returning the survey include using the enclosed envelope and placing in the regular mail or a Water District payment drop box or delivered in person at the District's main office (see survey for addresses). The completed form may also be sent via e-mail to ksmith@nkywater.org or Fax (859) 578-7893. The form may also be completed online by visiting the District's website at www.nkywater.org or by using your cell phone with the code on the survey form. Please note that if the District does not receive a response, the District will assume you are not interested in extending water service to your residence at this time.

CAMPBELL COUNTY WATER SERVICE INFORMATION

• 30,166 active accounts currently connected to public water supply.
• Approximately 513 miles of water main installed in Campbell County.

• Approximately 961 households without access to public water.

• Approximately 103 miles of water main needed for remaining households.

- Estimated cost of $38 million to construct water main to serve remaining households.
- Estimated additional cost for design and project administration - $6 million.

SUBDISTRICT PROJECT INFORMATION

• A subdistrict includes homes located on streets that are grouped together as one project for the purpose of extending water mains to unserved areas.
• The subdistrict project will provide water service to those homes while spreading the costs over a longer period to make the project financially feasible for the District and affordable to the residents.
• Subdistrict projects based on household density, interest survey and other factors.

• Projects developed when funding becomes available from federal, state, and/or local sources.

• Letters mailed to residents within the subdistrict to sign-up for water service.

• Sign-up letter will likely include resident to pay funds up-front prior to project design and construction.

- If water main is not built, monies collected upfront will be returned to the resident.
- If water main is built but resident does not connect to the water main, monies collected may not refunded.


SUBDISTRICT CUSTOMER COSTS

• One-Time Tap Fee - paid by customer to connect to water main.

- Cost is $1,000.00 for a standard 5/8 inch meter setting.
- Larger service available at increased tap fee amount.

• Service Line - Customer installs service line from District’s meter to the building(s) on property.
• Monthly Subdistrict Surcharge – maximum of $30 surcharge typically for up to 25 years

- Number of years can be longer for some funding sources.
- Payable with and in addition to regular water bill.

• Water Usage – Customer pays current billing rates established by District

- Average household uses 4,000 gallons a month.
- Cost using current rates would be $44 per month for 4,000 gallons.
